The bill was first proposed by Congressman Charles T. Greene, a Connecticut Democrat, during a September meeting of the House Ways and Means Committee. Congressman Greene was joking at the time, but Committee Chairman Stewart K. Potter, a Utah Republican with very little sense of humor, took the idea to heart. He called it "a stroke of genius," and by the end of the meeting, most everyone agreed with him, including Congressman Greene. "If the Republicans refuse to increase public spending," Greene told reporters, "this is our only hope."
